There is a lot of empty flats, because their owners wait, till they have enough money for reconstruction. There is a lot of poor students, who want to live in cheap flat - even if it´s ugly. Especially in centre of town, there is a lot of empty flats. I know, that the location pays back moldy walls. And students don´t mind, if the contract is only for 6 months or so. Rather on the contrary! One year contract is often too long! And the bail should be lower - because of shorter contrary time.
