Earning money by rating apps in app/play store

A good position in the ranking of apps in app stores is very important for companies that write and sell apps. For a good ranking its important to have a lot of downloads and good reviews. So why don't make an app, that people say "download this app, rate it in the store and get x euro for it"? Companies or owners of app will get downloads and ratings and, if the app is good, the app will rise in the ranking. The user's rating of the app has to be honest.
